It is necessary to agree upon standards of expected ethical behavior for all parties involved in the act of publishing: the author, the journal editor, the peer reviewer and the publisher. Our ethic statements are based on COPE’s Best Practice Guidelines for Journal Editors.
A. Publication and Authorship
1. All submitted papers are subject to strict peer-review process by at least two reviewers that are experts in the area of the particular paper.
2. The factors that are taken into account in review are relevance, soundness, significance, originality, readability and language.
3. The possible decisions include acceptance, acceptance with revisions, or rejection.
4. If authors are encouraged to revise and resubmit a submission, there is no guarantee that the revised submission will be accepted.
5. Rejected articles will not be re-reviewed.
6. The paper acceptance is constrained by such legal requirements as shall then be in force regarding libel, copyright infringement and plagiarism.
7. No research can be included in more than one publication.
B. Authors' responsibilities
8. Authors must certify that their manuscripts are their original work.
9. Authors must certify that the manuscript has not previously been published elsewhere.
10. Authors must certify that the manuscript is not currently being considered for publication elsewhere.
11. Authors are obliged to provide retractions or corrections of mistakes.
12. All authors mentioned in the paper must have significantly contributed to the research.
13. Authors must state that all data in the paper are real and authentic.
14. Authors must report any errors they discover in their published paper to the editors.
C. Reviewers’ responsibilities
15.Reviewers should keep all information regarding papers confidential and treat them as privileged information.
16. Reviews should be conducted objectively, with no personal criticism of the author.
17. Reviewers should express their views clearly with supporting arguments.
18. Reviewers should identify relevant published work that has not been cited by the authors.
19.Reviewers should also call to the editor in chief’s attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.
20.Reviewers should not review manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
D. Editors’ responsibilities
21. Editors have complete responsibility and authority to reject/accept an article.
22. Editors are responsible for the contents and overall quality of the publication.
23. Editors should always consider the needs of the authors and the readers when attempting to improve the publication.
24. Editors should guarantee the quality of the papers and the integrity of the academic record.
25. Editors should base their decisions solely one the papers’ importance, originality, clarity and relevance to publication’s scope.
26. Editors should not reverse their decisions nor overturn the ones of previous editors without serious reason.
27. Editors should preserve the anonymity of reviewers.
28. Editors should ensure that all research material they publish conforms to internationally accepted ethical guidelines.
29. Editors should only accept a paper when reasonably certain.
30. Editors should act if they suspect misconduct, whether a paper is published or unpublished, and make all reasonable attempts to persist in obtaining a resolution to the problem.
31. Editors should not reject papers based on suspicions, they should have proof of misconduct.
32. Editors should not allow any conflicts of interest between staff, authors and reviewers.

Authors should agree to submit the manuscript to Netinfo Security.
According to the Copyright Law of the People’S Republic of China, all copyright owners(including all authors and their affiliations) should agree the paper can be published in Netinfo Security, and transfer the rights, including copyright, publishing right, network transmission right, translation right, and compilation right, to the Editorial Office of Netinfo Security. The Editorial Office pays full remuneration and copyright transfer fee to authors within four months after the publication. The copyright of papers in other languages should be authorized only to the Editorial Office of Netinfo Security.
Authors should guarantee that the content of manuscript is original, and the whole or major part of the content has not been published with any other publications or conferences in any form, no duplicate submission, no plagiarism, does not infringe upon other people’s copyright or any other rights, and does not involve state secrets, or all responsibilities should be assumed by the authors. Authors should not submit the manuscript to any other journal,conference, or other media when it has been submitted to Netinfo Security. In case any breach is raised, the Editorial Office of Netinfo Security will reject the submission, and may inform thesponsors, community or the affiliations according to the severity of misconduct, to keep the professional publication ethics of all the parties.
The Editorial Office of Netinfo Security agrees that the authors may still use the content of the paper in following scenarios: 1) patent application; 2) academic report or speech; 3) non-commercial academic exchange; 4) other activities authorized by the Editorial Office of Netinfo Security.
As long as the manuscript is rejected for it is deemed that the manuscript is not qualified to be published with the Netinfo Security at any point of review process for any reason, this agreement will be terminated automatically.
